City of Calgary Keeps Golden Pension Title

New data gathered by SecondStreet.org shows the City of Calgary once again spent more money on providing its employees with second and third pensions last year than ten other large cities combined.
The City of Calgary is unique in Canada in how generous it is with spending tax dollars on retirement benefits for its employees. More than 2,500 city employees will receive not just one, but two pensions upon retirement – a generous base plan plus a top-up. However, for 126 employees, they will receive three pensions – a generous base plan plus two top-up pensions courtesy of local taxpayers.
The third pension, the Overcap pension, is even funded 100% by taxpayers! Needless to say, it’s a nice perk if you can get it … and the data shows no other city offers such a perk.
Calgary’s triple pension club – currently at 126 employees – is up from the 45 employees the city claimed were in the plan back in 2018.
The following table summarizes pension spending on second and third pensions in 11 major cities in Canada. All of the data was obtained through Freedom of Information requests (click on each city to view their response):

Consider the statistics above along with these figures:
There were 16.3 million people working outside of government in 2024 according to Statistics Canada (13.6 million private sector, 2.7 million self-employed). Of those, 3.3 million had a registered workplace pension or about 20%. On the other hand, there were about 4.5 million government employees in 2024 and about 3.9 million of those had a workplace pension (87%).
If city employees could “get by” on just the one generous pension then the City of Calgary could free up nearly $13 million each year – money that could be used to reduce taxes for all taxpayers.
Instead, the City of Calgary has been raising taxes on those who don’t have a workplace pension, to ensure that many city employees receive not just one – but two and sometimes three pensions.
